What I can tell you, though, is that I could have got some version of Vista (I'm not sure which) for free when I bought this PC, and I paid extra to get XP Professional instead. I’m not sure what Dell are charging for their XP installs. What I can tell you, though, is that I could have got some version of Vista (I’m not sure which) for free when I bought this PC, and I paid extra to get XP Professional instead. But I knew what I wanted :-)

I bought this PC a couple of months ago, and deliberately chose Windows XP rather than Vista. Besides, if you want pretty, there's a big choice of window managers available for Linux: http://en.wikipedia.org/wiki/X_window_manager It's also easy to get Linux to look like Vista (if that's what the user wants, of course!).
